Punguzo la riba mikopo kwenye kilimo iwe njia isiyoishia njiani

Mnamo tarehe 24 january 2022 Benki ya CRDB ilitangaza punguzo kubwa la riba katika mikopo kwa kundi la wakulima, pamoja na wafanyakazi. Mkurugenzi Mtendaji wa Benki ya CRDB, Abdulmajid Nsekela alisema punguzo hilo la riba linakuja kufuatia agizo la Rais wa Tanzania Samia Suluhu Hassan kwa mabenki kuhusu kupunguza riba ili kuchochea ukuaji wa uchumi nchini. Kwenye mikopo ya kilimo YA CRDB, riba imepunguzwa hadi 9% kutoka 20% iliyokuwa ikitozwa hapo awali. 

Ni ukweli usio fiche kitendo hiki kinapaswa kupongezwa kwani Punguzo hilo la riba litafanya sekta ya kilimo ambayo huchangia 26% ya pato la Taifa na kutoa ajira kwa 75% ya Watanzania kupumua kwa wateja kulipa mikopo yao kwa riba nafuu. 

Katika kuongeza chachu na ufanisi wa mikopo hii kwa wakulima, Kukopesha kuendane na uboreshaji na utekelezaji wa nukta mbalimbali kama Kuwekwa viwango vya chini zaidi vya marejesho ya awali pamoja na kupata wigo mpana wa kukopa kwa benki zingine kufuata njia waliyoionesha CRDB kwa kuwapa ahueni wakulima kwa kupunguza riba.  

Mwaka 2021 Benki kuu ya Tanzania ilitoa muongozo wa benki za biashara kupunguza riba kwa sekta binafsi na kutenga fungu la Shilingi Trilioni moja ambayo itatumika kuzikopesha benki na taasisi za fedha kwa riba ya 3% na kutaka benki zitoe mikopo kwa riba isiyozidi 10%. Kupitia sera zake kwenye soko, Benki kuu ya dunia ina uwezo wa kushawishi taasisi zingine kukubali kukopa kwenye huo mfuko wake ili ziweze kukopesha kwa riba isiyozidi 10%. Hii italeta ushindani kwa benki hizo kushusha riba kuvutia wateja ili kukabiliana na hali ya soko. makato yanayoendana na mikopo hiyo yapunguzwe ama yalipwe kidogokidogo na si mkupuo kama ilivyo sasa.

Mchakato wake uwe wa wazi na sio kupunguza kule na kuongeza huku bila kusahau kuhakikishiwa muda wa kukopa na kulipa haupunguzwi sana na makato. Unafuu huu utamfanya kulima ajikwamue na kupiga hatua katika maisha yake ya kila siku.

Kupunguza masharti kwa wakulima wanaochipukia ili waweze kukopa badala ya kuingia kwenye asasi na vikundi vinavyowezesha. Kwa mfano, bado baadhi ya benki haziruhusu kukopa kwa dhamana ya ardhi yenye hati ambayo ni tofauti na hatimiliki ya nyumba inayotumiwa kwa sasa. Hili limekuwa likitia ugumu kwa Watanzania wengine ambao kujenga nyumba kwao imekuwa ni ndoto

Uendelevu wa mikopo huu unapaswa kuangaliwa kwa jicho la tatu. Je, mikopo hii itatolewa kwa wakati? Tena kwa viwango hivihivi? Naamini itakuwa ni busara zoezi hili kuwa endelevu wakati serikali na wadau wa sekta ya kilimo wakiangalia namna wanavyoweza kuchechemua uzalishaji na upatikanaji wa masoko. 

 Mwisho ufuatiliaji na ukuzaji wa ufahamu juu ya upatikanaji wa mikopo hii iendelee kutiliwa mkazo kwani mkopo huu unagusa moja kwa moja wakulima wadogo yumkini hawana elimu nayo. Katika kufanikisha hili, Benki ziendelee kufungua matawi kuwafikia watanzania wengi zaidi na pale panapokuwa pagumu basi wawatumie mawakala wao walio karibu katika kuwasaidia wakulima kupata hii elimu na kujisajili kupitia wao ili waweze kunufaika na mikopo hiyo.
