Mapendekezo 15 ya Prof Wangwe na Dr Magai, Namna ya kuinua Uhuru wa Kiuchumi kwa Watanzania.

UTANGULIZIs

Ripoti ya Uhuru wa Kiuchumi Duniani 2021 inapima kiasi ambacho sera na taasisi za nchi husaidia katika kuongeza uhuru wa kiuchumi. Muundo wa kielezo cha uhuru wa kiuchumi duniani unaonesha kiasi cha uhuru wa kiuchumi unaoonekana katika maeneo makuu matano, ambayo ni; Ukubwa wa Serikali, Mfumo wa Kisheria na Haki ya Kumiliki Ardhi, Uimara wa Sarafu, Uhuru wa Kufanya Biashara ya Kimataifa, na Udhibiti. Katika orodha, maeneo hayo makuu matano yamegawanyika katika vigezo vikuu 24.

Katika jamii zilizo huru kiuchumi, serikali huwa zinaruhusu nguvukazi, mtaji na bidhaa kuhama bila kizuizi, na hujiepusha na matumizi ya mabavu au vikwazo dhidi ya uhuru wa watu kupita kiasi kinachohitajika kwa ajili ya kulinda na kudumisha uhuru wa watu (ripoti ya Taasisi ya Fraser, 2021). Kwa ajili ya kupata kiwango cha juu cha uhuru wa kiuchumi, nchi inalazimika kutoa ulinzi wa uhakika wa mali za watu binafsi, mfumo wa kisheria unaowapa watu wote haki kwa usawa, utekelezaji wa mikataba bila ubaguzi, na mazingira tulivu kifedha. Pia inalazimika kutoza viwango vya chini vya kodi, kujiepusha na uanzishaji wa vikwazo dhidi ya biashara ya ndani na biashara ya kimataifa, na kutegemea zaidi masoko badala ya matumizi ya serikali na udhibiti katika mgawanyo wa bidhaa na rasilimali

Kielezi cha ripoti ya uhuru wa kiuchumi kimeiweka Tanzania katika fungu la tatu pamoja na nchi kama vile Kenya, Rwanda, Zambia, Afrika Kusini, Nigeria, na Namibia. Katika ripoti hii, Tanzania ilipata kiwango cha 6.75 na kushika nafasi ya 97 kati ya nchi 165. Katika Afrika kusini mwa Sahara, Tanzania inashika nafasi ya nane kati ya nchi 47 na kiwango chake cha jumla kipo juu ya wastani wa eneo hilo, ingawa kipo chini ya wastani wa dunia. Ripoti imesisitiza kwamba uhuru wa kiuchumi una matokeo makubwa katika kutokomeza umaskini na kuboresha ustawi wa Watanzania.
