COVID-19: Ajira na mustakabali wa makuzi ya kiuchumi

Mei Mosi, siku ya wafanyakazi duniani  ambayo mwezi uliopita ilisheherekewa kinyonge zaidi kuliko kipindi chochote kwa miaka ya hivi karibuni. Hii ni kutokana na gonjwa la COVID-19 lililoziweka kwenye maumivu sekta za ajira, biashara na uchumi kiujumla.Unapozungumzia biashara tunagusa eneo lote linalochochea uchumi wa mtu binafsi na pato la Taifa. Aidha, ni mojawapo ya eneo muhimu ni linaloingiza kipato cha kila siku kupitia ajira.

Adhari za Afya kwa uchumi

Vilevile, unapogusa eneo la ajira ndipo biashara ya muajiriwa ilipo kwa kuzalisha kupitia nguvukazi yake, na biashara hiyo ipo kwenye hatihati baada ya kirusi Korona kuingia toka Desemba 2019. Pia ikumbukwe kuwa bila afya bora na utulivu uzalishaji utapungua au kufa kabisa. Mwanzoni mwa mwezi Machi Shirika la Kazi Duniani (ILO) walikadiria kuwa zaidi ya watu wanne kati ya watano (asilimia 81) katika wafanyakazi duniani bilioni 3.3 wameathiriwa kwa maeneo yao ya kazi kufungwa kabisa au kiasi. Takwimu za hivi karibuni za ILO kuhusu athari za COVID-19 zinonyesha kuwa katika soko la ajira, wafanyakazi na makampuni ya sekta zisizo rasmi kiuchumi ndiyo wahanga zaidi

Janga laKorona na Ufanyakazi 

Mkuu wa Uendeshaji wa kampuni ya RoutePro,  Bw. Jaja Mbazila anaelezea kwa masikitiko kuwa, ni kweli makampuni mengi yalipunguza nguvukazi yake. Zaidi, alidai kuwa sio wafanyakazi wote wanaoenda makazini ila kwa zile idara zinazolazimu wafike ofisini. Aidha, kuna zile idara ambazo sio lazima wafanyikazi waende kazini na kunao wanaoweza kufanyia kazi nyumbani.

Kwa sasa athari ishaonekana ila kwa upande mwingine inaonyesha kwamba kuna uwezekano mkubwa hili janga litakapoisha ikaja kuonesha kuwa kuna nafasi nyingi za kazi lakini hazina ulazima kuwepo. Kwasababu kuna vitu vingi inawezekana kufanyika au kuendelea bila uwepo wa wahusika kuwepo.

“Waajiri watafikiria kuwa kuna kazi ambazo mtu anaweza kutumia muda asubuhi mpaka jioni lakini tunaweza kuajiri atakayefanya masaa mawili mpaka manne ikaisha na kupunguza gharama za uendeshaji,” Anafafanua Bw. Mbazila

Hii ni kwasababu, kuna biashara ambazo zilikuwa  zinategemea wafanyakazi ziingize kipato cha kila siku na kampuni zingine kutokana na kupunguza nguvukazi katika shughuli za kila siku na kipato   kupungua. Kuna bihashara vilevile zitakazoshindwa kuhimili kundi kubwa la wafanyakazi lililokuwa nalo mwanzoni kati ya Machi na Juni, japo shughuli zimefunguliwa rasmi na Rais, Dkt. John Magufuli.

Changamoto Tarajiwa

Hili linathibitishwa kwenye ripoti hiyohiyo ya ILO inayodai kuwa athari hii inagusa asilimia 60 ya mishahara ya watu bilioni 2 kwenye ajira zisizo rasmi, hasa waliojiajiri na wenye mikataba ya muda mfupi. Hata hivyo, ILO waliona kuwa katika sekta ya kujiajiri hasa kwenye nchi zinazoendelea, isingeweza kusogea kutokana na mikusanyiko kuzuiliwa na kazi kufanyika kwa hofu.​

Mkurugenzi Mkuu wa ILO, Guy Ryder kupitia ripoti hiyo alidai kuwa “Hii si changamoto ya kiafya pekee, pia ni changamoto ya soko la ajira na uchumi yenye athari kubwa kwa watu.” Kuna makampuni yaliyopunguza watu kazini, waliofukuzwa kazini na waliobaki wakapunguzwa asilimia ya mishahara, kutolipwa kwa muda stahiki au kupunguziwa masaa ya kazi. Je, itakuwa rahisi tu baada ya shughuli kufunguliwa rasmi  kampuni zirejeshe wafanyakazi, au ziwalipe hao ilhali hazipo tayari?

Mabadiliko Yaliyopo  Virusi vya Korona vimeleta utaratibu wa mfanyakazi anayefanyia kazi kwa kutokea mbali, mpaka sasa sio lazima aende eneo husika alilozoea kufanya jambo. Ikitokea umeenda ofisini imekulazimu lakini sio kujiweka kwenye hatari maambukizi kwa kukutana na wengine, kwa kutumia teknolojia.​

Kwenye hilo mchambuzi wa masuala ya kiuchumi, Bw. Nicholaus Mhagama anakisia kuwa, tukubaliane na hili janga na pia kubuni mbinu mpya za kutuwezesha kufanya kazi kwenye majanga kwa kutilia mkazo na kuanzisha mfumo wa usambazaji.

Hili litaokoa kipato cha mtu binafsi na pato la Taifa kiujumla endapo kuna majanga ya sampuli hii yatatokea ili kulinda uhai na uchumi wa mtu mmoja kwa nafasi yake na wanaomzunguka, na hatimaye kunusuru uchumi wa Taifa kiujumula.

​Zaidi Bw. Mhagama anatolea mfano wa mashule kufungwa ambayo sasa yamefunguliwa kwa amri ya Rais, Dkt. John Magufuli akivunja Bunge jijini Dodoma Juni 16, “Kuna wale walimu walikuwa wanafanya kazi pasipo ajira ya moja kwa moja, sasa hivi hawana mishahara, ni matokeo ya papo hapo ya Korona, na huenda hali ikaendelea hivi kwa muda hadi ofisi hizo zijipange, lakini tayari ishaleta dhahama kwenye maisha ya watu.”

Majukukmu Baadaye ya Korono

Naye mchambuzi wa masuala ya biashara, Bw. George Mkolongo anaeleza kuwa asilimia kubwa ya ajira zetu ni za muingiliano baina ya watu na watu ila kwa wale wanaofanya kimtandao huu ndio ulikuwa  muda mwafaka kwenye sekta zao. Kipato kimeendelea kuingia zaidi, kwa kuwa bila hivyo kuna pato kubwa sana linapotea, ni suala la wadau kufikiria namna ya kuwekeza huko na si Serikali pekee katika hili ili kujikwamua zaidi kama Taifa.

“Hii inatupa picha kuwa sasa hivi inabidi tuendeshe biashara zetu kidijitali tupunguze ule mtindo wa kukutana, tujikite kwenye teknolojia.” Anashauri Bw. Mkolongo

Vilevile, suluhu ya hili ILO wanaona kuwa sekta ya uchumi na ajira itapona ikiwa kukawa na sera jumuishi za kimataifa kama ilivyotokea kwenye mkwamo wa kifedha wa mwaka 2008/9 katika kutatua zinaweza kupunguza kiwango cha watu kukosa ajira.
