Zaidi ya Utekelezaji wa Kodi: Mkakati wa Fedha za Simu wa Kurasimisha Uchumi Usio Rasmi wa Tanzania

Sekta isiyo rasmi inaathiri ukusanyaji wa mapato; hata hivyo, fedha za simu zina uwezo wa kubadili simulizi hili. Tuangalie jinsi Tanzania inaweza kuisukuma sekta isiyo rasmi kwa ufanisi kwa kutumia fedha za simu. Msukumo (nudge) unapaswa kuwa na kivutio kinachowafanya walipa kodi wavutiwe, kwa lugha rahisi kujibu swali: kuna faida gani kwao?

Mara nyingi misukumo inayotumika katika tafiti mbalimbali hurudia mambo yale yale yanayofanyika tayari, kama kutuma barua pepe, ujumbe mfupi wa simu, au kuweka matangazo kwenye biashara. Hata hivyo, kusukuma tabia si kutoa taarifa tu. Kwa mfano, taarifa kuhusu madhara ya pombe au sigara hazijapunguza matumizi yake kwa kiwango kikubwa. Vivyo hivyo, kodi inapokusanywa bila kuzingatia tabia za watu inaweza kuishia kuunda wahalifu wasiokuwa wa lazima.

Kwa kuleta dhana ya uchumi wa uhalifu, kuhalalisha kosa la kutotoa risiti kunaweza kusababisha hasara kwa serikali. Kuna gharama za kugundua na kuripoti uhalifu, uchunguzi wa polisi, kukamata na kuweka mahabusu, pamoja na mchakato wa mashtaka. Aidha, magereza yana gharama za kuhudumia wafungwa.

Kama anavyoandika Charles L. Ballard katika kitabu chake Michigan’s Economic Future: A New Look, “Hakuna anayefurahia kulipa kodi, mimi pia.” Hata hivyo, anasisitiza umuhimu wa mjadala huo. Kinachohitajika ni njia ya kuongeza mapato bila kuunda wahalifu. Hapa ndipo dhana ya misukumo inapoingia.

Fedha za simu zina uwezo wa kuifanya Tanzania kuwa jamii isiyotegemea fedha taslimu. Hata hivyo, hadi sasa Tanzania haijafikia kiwango cha Kenya, ambako matumizi ya fedha za simu yameenea zaidi.

Je, Mfuko wa Maendeleo ya Vijana Unaweza Kukuza Malipo ya Kidijitali?

Kwa mujibu wa Sensa ya Watu na Makazi ya mwaka 2022, zaidi ya asilimia 76 ya Watanzania wana umri chini ya miaka 35. Hii inaonyesha kuwa kuna idadi kubwa ya vijana wanaotafuta mtaji wa kuendeleza mawazo yao ya biashara. Baadhi yao tayari wanaendesha biashara ndogo lakini wanakosa upatikanaji wa fedha.

Kwa upande mwingine, Mfuko wa Maendeleo ya Vijana unaosimamiwa na halmashauri za wilaya mara nyingi hauwafikii walengwa. Wakati mwingine fedha hubaki kwenye halmashauri.

Kukosa kuwafikia walengwa hakumaanishi vijana hawahitaji fedha. Njia mbadala inaweza kutumika kama msukumo. Badala ya halmashauri kusimamia fedha moja kwa moja, zinaweza kushirikiana na kampuni za mawasiliano ya simu.

Aidha, sharti la kuunda vikundi vya watu watano au zaidi linapaswa kulegezwa. Mtu aweze kupata mkopo kulingana na alama ya miamala ya fedha za simu (historia ya miamala) badala ya kulazimika kujiunga na kikundi. Vijana wakiamua kuunda vikundi kwa hiari, hilo liruhusiwe. Hivyo, vikundi vitakuwa hiari badala ya lazima kama ilivyo sasa.

Njia hii itasaidia biashara za vijana zilizopo tayari. Ili kuongeza alama zao za miamala, watalazimika kuwahamasisha wateja kulipa kidijitali. Hii itawasukuma wamiliki wa biashara kuweka kipaumbele kwa miamala inayofuatilika kupitia Lipa Namba. Kwa kuwa fedha za simu zina uhusiano chanya na mapato ya serikali, itakuwa rahisi kukusanya mapato kutoka sekta isiyo rasmi. Kwa njia hii, malipo ya kidijitali yatakuzwa kwa sababu historia nzuri ya miamala itahitajika kupata fedha zaidi kutoka Mfuko wa Maendeleo ya Vijana.

Wakati huo huo, huduma za Lipa Namba zinapaswa kuwa nafuu na kupatikana kwa kila mfanyabiashara. Kwa mfano, nchini Kenya hata wafanyabiashara wadogo wanaouza samosa au mayai pamoja na madereva wa Uber hutumia till kupokea malipo ya kidijitali.

Inafaa kutambua kuwa baadhi ya taasisi za fedha tayari zinashirikiana na kampuni za mawasiliano. Hivyo, kuna masomo ya kutosha kuhusu namna ushirikiano huu unaweza kutekelezwa katika halmashauri.

Changamoto na Suluhisho

Kumekuwepo na changamoto ya utambulisho, ambapo baadhi ya watu wana laini za simu zilizosajiliwa kwa majina ya watu wengine. Utafiti wa mwaka 2023 wa Financial Sector Deepening Trust Tanzania wenye washiriki 7,510 ulibaini kuwa asilimia 31.82 walikuwa na laini zilizosajiliwa kwa majina ya watu wengine, wengi wao wakiwa wanawake.

Tatizo hili linaweza kushughulikiwa kwa kuhamasisha upatikanaji wa vitambulisho rasmi kama njia ya ujumuishaji wa kifedha. Kwa mfano, watu wakumbushwe kupata vitambulisho wanapofikia umri wa kisheria. Mbinu kama hizi zilitumika kuhamasisha ushiriki wa kupiga kura katika uchaguzi mkuu wa 2025.

Changamoto nyingine ni utoaji wa fedha kupitia Lipa Namba ili kuepuka gharama za kutoa fedha taslimu. Iwapo alama ya miamala itawekwa, baadhi ya watu wanaweza kuongeza miamala bandia ili kufuzu kupata fedha nyingi zaidi kutoka Mfuko wa Maendeleo ya Vijana. Utafiti huo huo unaonyesha asilimia 87.95 ya watu hutumia Lipa Namba kutoa fedha.

Pia, kuna njia nyingi za malipo ya kidijitali zaidi ya Lipa Namba. Badala ya kugawanya alama, inaweza kuanzishwa huduma inayowawezesha wafanyabiashara kusajili njia zote za malipo wanazotumia ili alama ya miamala ijumuishwe bila kujali mtoa huduma.

Haya ni mawazo ya awali yanayohitaji kutathminiwa kupitia tafiti za majaribio. Ingawa pendekezo ni tata, linaweza kuwa na manufaa makubwa katika kuisukuma sekta isiyo rasmi kwa sasa. Pendekezo hili linatokana na ukweli kuwa misukumo mingi ya awali imeishia kutoa vikumbusho kwa walipa kodi bila kubadilisha tabia kwa kiasi kikubwa.
